for what function is the PLAY section ?

I can double click it, but the same effect is to click above the Buttons.

Why don“t start the Cues if I click one of the green squares?

it's an other way to asign cue, cuelist, stack etc to playback fader or button...
because when you make a cuelist for example you can assign it to a button, but if you erase this assignation, the cuelist still exist and you can assign it to any other playback button or fader.
So in this play button you select with playback you want to use, then you click on asign cuelist, group, stack ( what ever you want to assign) you select it in the list that appears on the screen...and the you get a new assignement for you cuelist! ;)

A small addition:
"PLAY" stands for "Playback menu". Like Julien says, you can assign cuelists/groups/stacks to playback faders/buttons.
You also can put a cuelist on bank-safe or swap cuelists.
