Is there another Way to get osc Running with iPhone? Or isnt it possible without this file?

You can download a simple example TouchOSC layout from http://www.visualproductions.nl/products/cuecore.html, however, it does not correspond with any of CueCore's templates yet. We still need to make some more example layouts 

You don't need a example layout. You can download the the TouchOSC editor from http://hexler.net/software/touchosc and create your own layout.
