No,

The CueCore contains the CueluxPro license
The CueCable contains the Cuelux license.

Without the proper hardware connected the software runs in demo mode.

ok, but it would be nice when cuecore can run with cuelux/emulation, i´m thinking about selling my actual setup and buy cuecore. But i am affraid of controlling via cuelux pro. I want to have a chance to choose which one actually to use, but have both is by me waste of money. for small setup is cuelux sufficiency, and for larger aplications simply run cueluxpro. (but not backward of course ;-)

Is it not technicaly possible in future? Try to think about it.

Well, it simply are 2 different products and we want to keep them separated because each marked has its own requirements. If the operator is the same person then wouldn't it make more sense to get familiar with 1 gui? CueluxPro also has an advantage if it needs to be controlled by less experience users. As you can use VisualTouch or TouchOSC to make a GUI for them so they only can press a few buttons. Making it even easier to use for them than Cuelux.

In the end we need to make decisions where to invest our development time in and we already have a big list with important things :)

Keep in mind that also software & support goes through the distribution channel.
We don't give direct support for the Elation boxes and vise versa
