Is there any way to record incoming dmx, save it and then play that cue out, after having changed the dmx state to output?

I am sorry but the B-station is not a DMX recorder. The input mode is only to be used as an external  trigger.
If you want to record something from an external DMX controller you can use the CueCore or QuadCore, and still use the B-station as User interface.

Is there any way to program 512 channels with discreet values  for standard dimmers or is the max 32 fixtures a hard limit?

Each fixture can have a maximum of 10 different parameters, so if you create 32 of them you will be able to control  320 individual channels and store them in cues.
This is the best you will be able to do with the B-station.
