I am sorry it took me some time to give you an answer, but I wanted to test the Cuelux installation on a similar setup than you but we did not have a Windows 11 Pro workstation.
After setting up a windows 11 pro workstation on version 10.0.26100 Build 26100 that looks quite similar to your setup, I was able to install and launch Cuelux on the machine without any problems.
The 2 solutions I can see as it seems that the problem is not windows 11 pro itself:
1- there is a security software on your computer that is blocking the opening of Cuelux or had removed some files because it thought they were "dangerous".
Try to turn uninstall Cuelux, turn off all the potential safety softwares as Windows defender, Norton, avast, nordVPN protection etc, and then install Cuelux again, and try to launch it.
2- maybe you did not grant some authorisation to Cuelux while you were installing it, and then it is blocked on the start. Try to uninstall Cuelux, and clean all files and folders and check the register database for any trace of Cuelux.
